With decades of experience serving the people of northeast Oklahoma, Randy brings a proven record of compassion, integrity, and action to his campaign.</h4>As the Executive Director of Owasso Community Resources (OCR), Randy dedicated himself to ensuring that no family in his community goes without. Under his leadership, OCR served 300 families each week — providing fresh produce, meat, and essential groceries to 50 to 70 families every single day. His mission is simple and deeply personal: "I just have a heart for people and want to make sure that we can take care of our neighbors."Before leading OCR, Randy spent years as a journalist and editor, giving voice to the communities of northeast Oklahoma. He served as Editor of the Claremore Daily Progress and as Managing Editor for the Owasso Reporter, Catoosa Times, Collinsville News, and Skiatook Journal — news outlets that are the backbone of Rogers and Tulsa County communities.Randy's education and deep roots in the community ground his commitment to public service. He holds a Bachelor of Arts from Southwest Baptist University, a Master of Divinity, and a Doctor of Ministry from Midwestern Baptist Theological Seminary.Born at Fort Hood Army Base, Randy has lived across the country, with the last 22 years here in Owasso. He is married to Pamela Dunlap, father to two adult daughters, and grandfather of six.<h4>Randy Cowling isn't a career politician; he's a neighbor, a journalist, and a tireless advocate for working families. Fighting for Our Community

Randy will always stand up for our public schools by increasing classroom funding and working to restore and protect critical funding for summer feeding programs, ensuring children and families can continue to rely on this essential support even when school is out.

Kids First

Randy will fund summer feeding programs for students, encourage developers to provide more affordable housing, support legislation that provides tax breaks for farmers, and mandate emergency food pantries in every school.

Ending Poverty

Randy will enhance sentencing for offenders, provide more training for frontline officers, strengthen protections for victims and their children and families, allow 6–12 months of free or subsidized family counseling for victims, and expand access to more confidential shelters for victims of domestic violence.

Address Domestic Violence

Randy will propose and support legislation to eliminate predatory payday loans, cap excessive interest rates and fees, require transparent lending terms, and expand access to fair, low-interest alternatives.

Oklahoma’s future depends on strong schools and healthy kids. That means bringing more funding directly into our classrooms. Expanding summer feeding programs so no child goes hungry when school is out. It's time to support students not just academically, but by ensuring their basic needs are met.

Strengthening Education and Support Families

Too many working families are struggling to make ends meet. We need to increase access to affordable housing by partnering with developers. Support local farmers and strengthen food systems by incentivizing donations of fresh produce to food banks. Require emergency food pantries in every elementary and high school so families have support when they need it most

Tackling Poverty and Expand Opportunity

We must do more to protect victims and hold offenders accountable. I'll fight to strengthen sentencing laws to protect victims and their families, including by enforcing restraining orders more rigorously.
